This represents a change from the prior years (see discussion of reasons for this change below). The election will be called the 2017 ILAS election, and in order to vote you will need to be a 2017 member as of January 10, 2017. If you are not already a 2017 member you are encouraged to renew (or join) prior to the the winter break season Dec. 10 - Jan. 8, during which time ILAS will be unable to process memberships. The online ILAS membership list will be updated to include only 2017 members in late December, 2016. Determining your ILAS membership status: Obviously, all life members are 2017 members. If you are not listed on the current online list of members at http://www.ilasic.org/misc/membership.html, you are not a 2017 member. Anyone whose membership was processed September 1, 2016 or later was automatically credited as a 2017 member. Each dues paying member who is not a 2017 member will receive an individual renewal email before the end of October. Such member should also have received a thank you email that lists how long the membership is valid for at the time of the most recent payment. Fee-waiver members whose membership was processed before September 1, 2016 are not 2017 members, since it is impossible to obtain a fee-waiver membership for more than 1 year (actually 1 year and a few months, since in the fall we automatically credit the next calendar year). Fee waiver members are not sent individual reminders or confirmation emails, although we do plan to send a bulk email to current fee-waiver members who are not 2017 members (but if your e-mail provider blocks bulk emails you may not receive it). Receiving ILAS-net messages, including this one, does not imply you are an ILAS member. Questions about your membership status should be directed to ILAS@iastate.edu but replies will be slow if a large volume of inquiries are received. Please verify whatever information you can, as described above. Rational for the change in election timing: Many years ago ILAS elections were conducted with paper ballots that required a long time window for the return of paper ballots. Since 2011 ILAS has been using electronic voting with Votenet, and such a long time window is not necessary, although the period mid-November to mid-January was used for several years out of tradition. Last year Votenet upgraded the software. These changes were mainly improvements, including allowing the sending of reminder emails only to those who had not voted. We used this feature last year and election participation hit an all time high of 64% in the ILAS 2015 election (previous turnouts with electronic voting were 40-50%). However, the software upgrade did not permit elections to run across 2 calendar years. As a result, the 2015 ILAS election was held Nov 12 - Dec 31. Another result of this change was that the ILAS Executive discussed the optimal timing for an ILAS election. Since most members are on an academic year calendar, it is better for the nomination process to start in late August and the election to be held in January-February for terms starting March 1, rather than requiring the nomination process to start in the summer. The ILAS Board approved this change and a resulting minor modification of the ILAS bylaws that was announced at the 2016 ILAS Business Meeting and in the ILAS-net message "ILAS 2117 - 2016 ILAS Business Meeting Minutes." Effective with proposals submitted in 2016 for conferences taking place in 2017, this support may take one of two forms (a conference may apply for only one of these two forms). 1. ILAS Lectureships at non-ILAS conferences. It is now expected that ILAS lecturers will be of the stature of plenary speakers at ILAS conferences, and may be supported by up to US$1000 for expenses, or in the case of a Hans Schneider Lecturer, US$1500. Reimbursement guidelines may be obtained from the Secretary/Treasurer Leslie Hogben. 2. General support of conferences of up to $750. It could be used for support of student expenses, expenses for participants from developing countries, or plenary speakers. Refreshment costs are not eligible. This is a new program and you are welcome to consult the President Peter Semrl about what you may propose. This is a reminder that there is a deadline of 30 September 2016 for receipt of proposals for sponsorship of ILAS Lectures at non-ILAS meetings and for general support of conferences taking place in 2017. Please note that we will not be able to consider applications submitted after the deadline as it is important to rank all applications in one go. Minutes of the ILAS Business meeting held on Wednesday, July 13, 2016, in the Raadzaal, Building SW, Campus Sociale Wetenschappen, KU Leuven, Belgium. President Semrl called the meeting to order at 12:45 p.m. About 50 ILAS members were in attendance. A. Reading of notice of meeting. President Semrl indicated that the notice of the meeting was recently posted on ILAS-net, and suggested to move the report of the Journal Committee after the report of the Institutional Membership Committee, so that the ELA and IMAGE report would follow directly after the Journal Committee report. Members present had no objection and the meeting proceeded. B. Reading of the minutes from the previous meeting. Minutes of the previous Business Meeting on August 7, 2014 at Sungkyunkwan University, Seoul, were previously circulated on ILAS-net. A mistake, observed before the meeting by Michael Overton, was noted in section F(i): "2018 and 2019", should be "2019 and 2020". No other edits were suggested, and the minutes were approved. President Semrl took the opportunity to encourage members to start thinking about possible ILAS Conference locations for 2022 and 2023, as for these years no conference proposals are in sight yet. C. Report of President and Vice-President Since 2014 ILAS Business Meeting in Seoul we had two regular elections, the first one in the fall of 2014 and the second one in the fall of 2015. Beatrice Meini and Henry Wolkowicz were elected to the Board of Directors in the first elections, and Ravindra Bapat and Helena Smigoc in the second one, all of them for a three year term. In the first elections Leslie Hogben was elected to be ILAS Secretary/Treasurer for a three year term beginning on March 1, 2015. Due to unforeseen family medical issues, Bryan Shader, who has been reelected for another three year term, resigned from his post as ILAS Vice-President on January 1, 2016. In the special elections in the spring of 2016, Hugo Woerdeman was elected to be ILAS Vice-President for a term May 1, 2016 - February 28, 2019. Thanks were expressed to all Nominating committees - Shaun Fallat (chair), Dario Bini, Marko Huhtanen, Rachel Quinlan, Xingzhi Zhan; Rachel Quinlan (chair), Pauline van den Driessche, Raf Vandebril, David Watkins, Hugo Woerdeman; and Pauline van den Driessche (chair), Harm Bart, Chi-Kwong Li, Francoise Tisseur, and Eugene Tyrtyshnikov. Peter Semrl expressed his thanks to outgoing Board members Dale Olesky, Eugene Tyrthisnikov, Avi Berman, and Volker Merhmann, and Vice-President Bryan Shader. Based on recommendation of the ILAS Program Review Committee, the ILAS Board appointed Steve Kirkland as Second Vice President (for ILAS conferences) with term from January 1, 2015 to February 28, 2017. He serves as a connection between organizers of ILAS Conferences and the ILAS Executive Committee. A September 30, 2016 deadline for requests for support to non-ILAS conferences was announced. Effective with proposals submitted in 2016 for conferences taking place in 2017, this support may take one of two forms (a conference may apply for only one of these two forms). (1) ILAS Lectureships at non-ILAS conferences. It is now expected that ILAS lecturers will be of the stature of plenary speakers at ILAS conferences, and may be supported by up to US$1000 for expenses, or in the case of a Hans Schneider Lecturer, US$1500. Reimbursement guidelines may be obtained from the Secretary/Treasurer Leslie Hogben . (2) General support of conferences of up to $750. Such support could be used for support of student expenses, expenses for participants from developing countries, or plenary speakers. Refreshment costs are not eligible. This is a new program and you are welcome to consult the President Peter Semrl about what you may propose. As this is a competitive process it is important to adhere to the deadlines. Rajendra Bhatia and Paul Van Dooren are 2016 Hans Schneider prize recipients for lifetime contributions to linear algebra. Paul Van Dooren will be awarded the prize at the ILAS Conference in Leuven in 2016, and Rajendra Bhatia will be awarded the prize at the ILAS Conference in Ames in 2017. The Hans Schneider Prize Committee consisted of Richard Brualdi (chair), Shmuel Friedland, Ilse Ipsen, Thomas Laffey, Xingzhi Zhan, and Peter Semrl (ex-officio member). Miklos Palfia has been selected to be the Taussky-Todd Lecturer at the ILAS Conference in Ames in 2017. The Taussky-Todd Lecturer Selection Committee consisted of Rajendra Bhatia, Shaun Fallat, Paul Van Dooren, and Peter Semrl (ex-officio member). President Semrl informed members about following change of by-laws, approved by the ILAS Board on July 12, 2016: 1. Article 10 (3): Previous version: Elections for the Board of Directors (including the Executive Officers) shall be held between September 1 and December 31 for terms beginning March 1 of the following year. New version "Elections for the Board of Directors (including the Executive Officers) shall be held within the period November 1 of the given year and February 20 of the following year for terms beginning March 1 of the following year, and voting shall last a minimum of 30 days." 2. Article 3 (1): Previous version: Section 1. Annual Meeting. A meeting of Members shall be held no later than one (1) year after the last annual meeting of Members. However, failure to hold an annual meeting timely shall in no way affect the terms of Officers or Directors of the Society or the validity of actions of the Society. New Version: Section 1. Annual Meeting. A meeting of Members shall be held at every ILAS Conference and at least once within every two (2) year period. However, failure to hold an annual meeting timely shall in no way affect the terms of Officers or Directors of the Society or the validity of actions of the Society. D. Report of Secretary/Treasurer. Treasurer Hogben presented the Treasurer's Report, which was published in IMAGE 56, and a financial summary that indicates that ILAS is in very good financial state with a current balance of ~180K. A newly introduced option to pay a one time fee for lifetime membership had generated funds that would not be expected to the same extent in the future. Members had no comments, and the meeting moved on. E. Reports of Committees. ii. Education Committee David Strong reported for the Education committee, which is composed of Avi Berman, Sang-Gu Lee, Steve Leon and David Strong (chair). For each biannual issue of IMAGE, we have solicited and included an article related to the teaching of Linear Algebra. Since our last ILAS meetings in 2014, there have been four articles that have been included. In those four articles: . Gil Strang (MIT) gives four different explanations and descriptions of why row rank is equal to column rank. . Jeremy Case (Taylor University) discusses how he uses journal articles that are useful in teaching Linear Algebra and shares several of his favorite articles that he uses in his own teaching. . David Strong (Pepperdine University) writes about the plethora of online resources and tools for teaching and doing linear algebra, and the ongoing efforts by the Mathematical Association of America (MAA) to locate and electronically gather these resources. . David Borland (RENCI, Univ. North Carolina), Tim Chartier (Davidson College) and Tabitha Peck (Davidson College) discuss some of the Linear Algebra ideas used by Pixar in its animation techniques. Also since our 2014 meeting in Korea, at each of the 2015 and 2016 Joint Meetings of the American Mathematical Society (AMS) and the MAA, we held two sessions on "Innovative and Effective Ways to Teach Linear Algebra." At these sessions we enjoyed dozens of interesting and useful presentations on theoretical aspects of Linear Algebra and various interesting applications of Linear Algebra. Many of these are available online at http://faculty.pepperdine.edu/dstrong/LinearAlgebra. Third, the MAA is in the on-going process of collecting online resources for Linear Algebra as part of their Course Communities within the MAA website. Two years ago, two of our Committee members, Steve Leon and David Strong, participated in a weekend meeting of a group of about ten mathematicians at the MAA headquarters in Washington DC to help put this collection together. The collection is now online and available as part of the MAA's webpages: http://www.maa.org/programs/faculty-and-departments/course-communities/browse?term_node_tid_depth=422 92 There is still a great need to better gather, organize and disseminate the many online resources available to teaching and doing linear algebra and other mathematics. We encourage any suggestions other members of ILAS might have on furthering Linear Algebra education. Strong noted that a lot of the efforts of the Education Committee were based in the United States, and requested suggestions how to do the same in other countries. iii. Institutional Membership Committee The committee is composed of Steve Butler, Jason Grout, and Hugo Woerdeman (chair). Hugo Woerdeman reported for the committee. There are currently six institutional members in addition to a special relationship that ILAS has formed with SIAM. We offer institutional members two different levels of membership and we noted that all have joined at the higher level. These institutional members are listed on the ILAS website and featured in IMAGE. Some have gone further to give additional support beyond their dues. In particular we recognize the significant support that Elsevier has made towards ILAS meetings. We plan to continue having a working relationship with our institutional members moving forward and also look to expand to additional institutional members. To this end we note that our current list of institutional members are all based in North America and are primarily related to support academic studies (through books, journals and/or software). There is room to look into potential institutional members from other continents, as well as potential industrial sponsors who make extensive use of linear algebra. Douglas Farenick suggested that Mathematics Departments may be interested in a hardcopy subscription to IMAGE, an idea that will be explored. Finally, it was observed that a new chair of the committee will be appointed as the current chair has been elected to be Vice-President of ILAS. i. Journal Committee Douglas Farenick reported for the Journal committee, which is comprised of Shmuel Friedland, Bryan Shader (ex-officio), Kevin Vander Meulen (ex-officio) and Ilse Ipsen (chair). He addressed the following four items: (1) IMAGE Editor-in-Chief, managing editor, and publishing modality: The Committee recommended to re-appoint Kevin Vander Meulen as EIC of Image for another 3-year term starting in January 2015; and also recommends to appoint a managing editor for Image. The Committee was divided on whether to abandon print copies of IMAGE and make it a completely electronic journal. Richard Brualdi asked how many people requested printed copies. This number is about 30 and declining. Treasurer Hogben interjected that those printed copies no longer affect the budget, as those who request printed copies pay an additional $20 per year. It was noted that if Mathematics Departments subscribe to IMAGE, as suggested under ii, the number may go up again. (2) ELA special issue: Francisco Carvalho submitted a request for an ELA special issue devoted to the MatTriad-2015 conference. However, the conference web page stated publication of a special issue with Springer. A request for clarification was left unanswered. (3) Plagiarism in ELA: Bryan Shader asked the ILAS Journal Committee to investigate a claim of plagiarism against the author of an ELA paper. The Committee concluded that this case did not constitute plagiarism, but merely ill-judged exposition, possibly due to author's inexperience. In response to a request for more details, Farenick reported that each member of the committee came to the same conclusion independently and that no feedback was given to the author. (4) Second Editor-in-Chief for ELA: The Committee reviewed and approved Bryan Shader's request to appoint Michael Tsatsomeros as a second EIC of ELA. iv. ELA Michael Tsatsomeros reported for ELA. He started out saying that Bryan Shader sends his regards, and expressed his regrets that he could not be present. Tsatsomeros addressed the following: (1) ELA publishes about 60 papers/year in normal issues, and about one special issue per year. (2) Due to increasing number of submissions, as well as desires to shorten time to acceptance and add new expertise, ELA added an additional E-I-C and 9 new board members. About 50% of the papers are handled by an Associate Editor. Immediate rejections by an EIC are mostly due to the paper being out of scope. (3) ELA has broad, increasing readership. (4) ELA articles are increasingly cited, typically within 2 years of publication. ELA places in about the 30th percentile of Algebra/Number Theory journals and is consistent relative to LAA and LAMA. Several graphs were shown comparing ELA to LAA and LAMA, which at this point perform better in the measures that were considered. The ELA board will be brainstorming how to enhance the reputation of ELA. (5) ELA operations depend greatly upon Editorial Board and community members, in particular, the Managing Editors and referees. We would like to take this opportunity to thank them. (6) ELA had 35,674 downloads from 2413 different institutions in 144 countries. v. Report on IMAGE Editor-in-chief, Kevin Vander Meulen, reported. Bojan Kuzma was thanked for four-and-a-half years of excellent work as Problems Corner Editor. Bojan has had to take on additional administrative duties at his institution. Rajesh Periera was welcomed as the new Problems Corner Editor. It was noted that ILAS website, thanks to Sarah Carnochan Naqvi, is now tracking the number of downloads of IMAGE. In a one-year period, issue 54 was downloaded over 800 times. The rest of the editorial board was also thanked for their work: Minerva Catral, Michael Cavers, Louis Deaett, Douglas Farenick, Carlos Fonseca, David Strong, Naomi Shaked-Monderer, and Amy Wehe. F. Transaction of other business i) Future ILAS meetings The 21st ILAS meeting will be held July 24-28, 2017, in Ames Iowa. Organizer Leslie Hogben gave a short pitch. "Connections" is the main theme of the conference. The 22st ILAS meeting will be held July 21-26, 2019, in Rio de Janeiro. Organizer Nair Maria Maia de Abreu presented in some detail the proposal, which had just been approved by the board on July 12, 2016. She made the point that in Brazil there are many young students who could be encouraged to pursue Linear Algebra. President Semrl added that the organizers were experienced conference organizers, providing confidence that despite the somewhat more challenging political and public health situation in Brazil, the conference is still expected to be successful. A proposal is in the making for 2020. After that 2022 and 2023 will need an ILAS meeting location, and those interested in pursuing this should contact ILAS 2nd President for ILAS Conferences Kirkland or a member of the ILAS Executive Committee. ii) Other business In light of the desire to raise the profile of Linear Algebra in the mathematical community, President Semrl encouraged members to submit proposals for Special Sessions at the Joint Mathematics Meeting, held annually in the United States, and to pursue similar initiatives in other countries. President Semrl noted that his first term will end next February. He added, that while presidents can serve two terms, Hans Schneider had told him that since the Linear Algebra community is growing it may be appropriate to change the existing culture and have presidents typically serve only one term. In such a scenario, to promote continuity, the outgoing president could serve one year as an additional Vice-President, if so desired. Further pursuit of this thought was left to the Nominating Committee. Michael Overton initiated a round of applause expressing gratitude to Peter Semrl, just in case a new president would take over. G. Adjournment President Semrl adjourned the meeting at 1:51 p.m. Respectfully submitted by Hugo Woerdeman, Vice-President of ILAS. -------------------------------------------------------------------------------- 2016 July 12 ILAS-NET Message No. 2116 -------------------------------------------------------------------------------- CONTRIBUTED ANNOUNCEMENT FROM: P.N. (Shiv) Shivakumar SUBJECT: New Infinite Matrices Monograph (Amended) -------------------------------------------------------------------------------- Infinite Matrices and Their Recent Applications by P.N.Shivakumar, Yang Zhang (Uniiversity of Manitoba) and K.C. Sivakumar (IIT, Chennai, India) Springer International Publishing: e-Book ISBN: 978-3-319-30180-8 Hard cover ISBN: 978-3-319-30179-2 This monograph covers the theory of finite and infinite matrices over the fields of real numbers, complex numbers and over quaternions. Emphasizing topics such as sections or truncations and their relationship to the linear operator theory on certain specific separable and sequence spaces, the authors explore techniques like conformal mapping, iterations and truncations that are used to derive precise estimates in some cases and explicit lower and upper bounds for solutions in the other cases. Most of the matrices considered in this monograph have typically special structures like being diagonally dominated or tridiagonal, possess certain sign distributions and are frequently nonsingular. Such matrices arise, for instance, from solution methods for elliptic partial differential equations. The authors focus on both theoretical and computational aspects concerning infinite linear algebraic equations, differential systems and infinite linear programming, among others. Additionally, the authors cover topics such as Bessel's and Mathieu's equations, viscous fluid flow in doubly connected regions, digital circuit dynamics and eigenvalues of the Laplacian. -------------------------------------------------------------------------------- 2016 June 29 ILAS-NET Message No. 2115 -------------------------------------------------------------------------------- CONTRIBUTED ANNOUNCEMENT FROM: Peter Semrl SUBJECT: 2016 ILAS Business Meeting -------------------------------------------------------------------------------- You are hereby invited to attend the 2016 ILAS BUSINESS MEETING Wednesday, July 13, 2016 at 12:45 Raadzaal, Building SW, Campus Sociale Wetenschappen, KU Leuven, Belgium Agenda: A. Adjournment. -------------------------------------------------------------------------------- Below are the minutes of the 2014 Business Meeting -------------------------------------------------------------------------------- Minutes of the ILAS Business meeting held on August 7, 2014 at 16:00 in the International Hall, 2B, 9B217, Sungkyunkwan University, Seoul President Semrl called the meeting to order at 4:00 p.m. About 30 ILAS members were in attendance. A. Reading of notice of meeting. President Semrl indicated that the notice of the meeting was recently posted on ILAS-net. Members present had no comments on the agenda and the meeting proceeded. B. Reading of the minutes from the previous meeting. Minutes of the previous Business Meeting at Providence June 6, 2013 were previously circulated on ILAS-net. The members in attendance had no questions, and the minutes were approved. C. Report of President and Vice-President At the ILAS Board Meeting in Providence there was agreement with the amendment to ILAS by-laws to have President report and Vice-President report be a combined P & VP report at the ILAS Business meetings from 2014 on. The report of the President and Vice-President was briefly discussed, and was based upon the written report appearing in issue 52 of IMAGE. In particular, the following items were mentioned. Froilan Dopico and Michael Overton were elected to the Board of Directors for a three year term, and Eugene Tyrtyshnikov was elected to the Board of Directors for a one year term. Peter Semrl was elected to be ILAS President. They all began their terms March 1, 2014. Thanks were expressed to the Nominating committee - Shaun Fallat, Heike Fassbender, Roger Horn (chair), Yimin Wei, and Zdenek Strakos. President Semrl expressed his thanks to outgoing board members Francoise Tisseur, David Watkins, and President Steve Kirkland, who will now serve a one-year term on Board of Directors. A September 30, 2014 deadline for requests for ILAS Lecturers and ILAS endorsements of meetings was announced. There are few changes: each proposal for ILAS Lectureship at non-ILAS Conferences is automatically assumed to be also a request for the ILAS endorsement of the conference, the Hans Schneider ILAS Lecture Fund was established with a generous donation from ILAS' founding President Hans Schneider. The Fund supports at most one speaker a year at a non-ILAS conference, in the forthcoming years the Board of directors will be more selective when considering ILAS Lectureship proposals. The support to those chosen will be consequently much higher. President Semrl informed members about two decisions made at the Board Meeting on August 6, 2014: The ILAS print-Image membership fee is raised to $60 (the e-Image membership is kept at $40). A member 60 or older and who has been a dues paying member for at least 5 years (not necessarily consecutive or immediately prior to life membership) can secure lifetime e-Image membership in ILAS by payment of $200. A member 63 or older, or 60 or older and retired, and who has been a dues paying member for at least 5 years (not necessarily consecutive or immediately prior to life membership) can secure lifetime e-Image membership in ILAS by payment of $100. D. Report of Secretary/Treasurer. Treasurer Hogben presented a financial summary that indicates that ILAS is in very good financial state with a current balance of ~156K. She indicated in recent years, ILAS has had a surplus of around $5K/year in incoming funds. 2013 had some unusually large expenses, but still had an increase to the general operating budget of about $2K. Treasurer Hogben indicated that the ILAS Board has plans to utilize the annual surplus to better support ILAS activities. In particular, around $3.5K/year will be used to support ELA, and funds for ILAS lectures will be gradually increased. Treasurer Hogben addressed a question from the membership by noting that many of the ILAS accounts are in essence endowments and don't represent annual income. E. Reports of Committees. i. Education Committee Sang-gu Lee reported for the Education committee, which is comprised of Avi Berman, Jason Grout, Sang-Gu Lee, Steve Leon and David Strong (chair). The ILAS Education Committee strives to help educators in their efforts to more effectively help their students learn and appreciate the ideas and applications of Linear Algebra. Recent activities are described below. First, since 2008, at each of the annual Joint Meetings of the American Mathematical Society (AMS) and the Mathematical Association of America (MAA), have had one or more ILAS-organized sessions on "Innovative and Effective Ways to Teach Linear Algebra." There have been dozens of interesting and useful presentations on theoretical aspects of Linear Algebra and various interesting applications of Linear Algebra at these sessions. Many of these presentations are available online at a website maintained by David Strong, the lead organizer of these sessions (and current chair of the ILAS Education Committee). Second, for the past couple of years an article on Linear Algebra education has been included in IMAGE. Articles to date concern: a simple first-day example which introduces a number of important Linear Algebra ideas; the Sage Mathematical Software System; and the application of Linear Algebra to trying to predict the winner of the annual college basketball tournament in the United States. The upcoming fall issue of IMAGE will include a Linear Algebra education article by Gil Strang. His topic is still to be finalized. Third, the Mathematical Association of America (MAA) is in the on-going process of developing a collection of online resources for Linear Algebra as part of their Course Communities within the MAA website. This past March, two of our Committee members, Steve Leon and David Strong, participated in a weekend meeting of a group of about ten mathematicians at the MAA headquarters in Washington DC to help put this collection together. The collection is now online and available as part of the MAA's webpages. Finally, in our efforts to encourage promising students to continue in mathematics and science beyond high school, there is a growing effort to familiarize students with some of the many beautiful and interesting topics in mathematics beyond Calculus. To this end, an inaugural session of "Helping Students See Beyond Calculus" is being organized by David Strong for the 2015 Joint Meetings. A special focus is being put on Linear Algebra, since that is often the first course beyond Calculus that students take at the college/university level, and because it is such a beautiful and useful area of mathematics. By sharing some of the best ideas and applications of a variety of post-Calculus mathematics courses, it is hoped that students will decide to study more mathematics and science in college/university. The committee is open to and appreciative of any suggestions that ILAS members have on furthering Linear Algebra education. Efforts, led by Jason Grout, to update the ILAS Education website are underway and input is welcomed. ii. Institutional Membership Committee The committee is composed of Hugo Woerdeman (chair), Steve Butler, Jason Grout and Peter Semrl (as an ex officio member). Steve Butler reported for the committee. There are currently five institutional members in addition to a special relationship that ILAS has formed with SIAM. The institutional members have a good relationship with the society and in particular Taylor & Francis and Elsevier have sponsored talks at the meeting and Elsevier provided a boxed lunch for attendees. Going forward we will work to maintain strong relationships with our current members including new ways to better connect institutional members with the general membership of ILAS, and look for new possibilities for institutional members. The committee is open to suggestions and appreciates any feedback from its members on institutions and/or better ways to connect. iii. ELA Editor-in-chief, Bryan Shader, reported on the state of the Electronic Journal of Linear Algebra. He noted that in 2013 ELA published 60 papers totaling 916 pages; and to date the 2014 volume has 32 papers published, and 9 papers that are accepted and being prepared for publication. There are currently two Special Issues of ELA. The first is the Proceedings of Graph Theory, Matrix Theory and Interactions Conference, Queen's University. Special Editors for the volume are: Sebastian Cioaba, Ram Murty, Claude Tardif, Kevin Vander Meulen and David Wehlau. The deadline for submissions is September 22, 2014. The second is the Proceedings of the International Conference on Linear Algebra and its Applications Conference to be held December 18-20, 2014 at Manipal University. Special editors for the volume are: Rajendra Bhatia, Steve Kirkland, K. Manjunatha Prasad and Simo Puntanen. Deadline for submissions is March 15, 2015. iv. Report on IMAGE Editor-in-chief, Kevin Vander Meulen, reported. He noted that the 52nd issue of IMAGE was recently published and that the recent additions (e.g. featured interviews, linear algebra education sections) have been well received. He thanked the editorial board (Luz DeAlba, Minerva Catral, Michael Cavers, Jane Day, Douglas Farenick, Carlos Fonseca, Bojan Kuzma, Steve Leon, David Strong, Naomi Shaked-Monderer, and Amy Wehe) for their efforts. F. Transaction of other business i) Future ILAS meetings The 20th and 21st will be held July 11-15, 2016 in Leuven, Belgium, and July 24-28, 2017 in Ames Iowa, respectively. Organization of the 20th conference is led by Raf Vandebril. Thomas Mach, a member of the local organizing committee, presented the venue and invited all participants to take part in the next ILAS conference. The 21st ILAS conference will be devoted to Connections. It was presented by the chair of the organizing committee Leslie Hogben. There will be no ILAS meeting in 2018 and the next two open slots for ILAS meetings are 2018 and 2019. Anyone interested in exploring hosting an ILAS meeting should contact President Semrl or a member of the ILAS Board, and be aware that ILAS provides significant logistical support for conference organizers such as a recently revised guidelines for organizers, and an ILAS designee to help with logistics and grant writing. ii) Other business President Semrl noted that the term of Secretary/Treasurer Leslie Hogben will end next February but she is willing to continue to serve in this duty for another term. Effective with proposals submitted in 2016 for conferences taking place in 2017, this support may take one of two forms (a conference may apply for only one of these two forms). ILAS Lectureships at non-ILAS conferences. It is now expected that ILAS lecturers will be of the stature of plenary speakers at ILAS conferences, and may be supported by up to US$1000 for expenses, or in the case of a Hans Schneider Lecturer, US$1500. Reimbursement guidelines may be obtained from the Secretary/Treasurer Leslie Hogben . 1. General support of conferences of up to $750. Such support could be used for support of student expenses, expenses for participants from developing countries, or plenary speakers. Refreshment costs are not eligible. This is a new program and you are welcome to consult the President Peter Semrl about what you may propose. 2. Each proposal is automatically assumed to be also a request for the ILAS endorsement of the conference. General support of conferences of up to $750. Such support could be used for support of student expenses, expenses for participants from developing countries, or plenary speakers. Refreshment costs are not eligible. This is a new program and you are welcome to consult the President Peter Semrl about what you may propose. Each proposal is automatically assumed to be also a request for the ILAS endorsement of the conference. Further details on the guidelines for proposals can be found at the following link: http://www.ilasic.org/misc/non_ilas_guidelines.html -------------------------------------------------------------------------------- 2016 January 15 ILAS-NET Message No. 2090 -------------------------------------------------------------------------------- CONTRIBUTED ANNOUNCEMENT FROM: Rebecca Malkovich SUBJECT: IMA Math-to-Industry Boot Camp, June 20 to July 29, 2016 -------------------------------------------------------------------------------- The IMA is hosting a six-week "boot camp" designed to provide graduate students with training and experience that is valuable for employment outside of academia. Rajendra Bhatia has made very substantial and broad contributions to perturbation of eigenvalues and eigenvectors, positive definite matrices, and matrix equations and inequalities. He has brought ideas and techniques from other areas, like Riemmanian geometry, to matrix analysis. He is a prolific writer having written several books, three of which (Perturbation Bounds for Matrix Eigenvalues, Matrix Analysis, and Positive Definite Matrices) are now classics and greatly cited. Paul Van Dooren has made very substantial and significant contributions to linear algebra and its applications to other disciplines. His main line of research is numerical linear algebra and matrix theory, with applications to system and control theory. His work has been innovative and has been cited an unusually large number of times. Recently he has applied numerical linear algebra and matrix theory to large scale graphs and networks, drawing the attention of many researchers in applied science. For many years, both Bhatia and Van Dooren have served the linear algebra community, and more generally the mathematics and scientific community, in many important ways: editorial work, expository writing, committees, and mentorship to young students and researchers. Both are highly respected members of the linear algebra community. Paul Van Dooren will be awarded the prize at the ILAS Conference in Leuven in 2016, and Rajendra Bhatia will be awarded the prize at the ILAS Conference in Ames in 2017. The 2016 Hans Schneider Prize Selection Committee consisted of Richard Brualdi (chair), Shmuel Friedland, Ilse Ipsen, Thomas Laffey, Xingzhi Zhan, and Peter Semrl (ex officio).
