Ivo Marek was an outstanding mathematician, who contributed over 170 papers and 3 monographs on a wide range of topics. Among those we highlight neutron transport theory and related problems of nuclear reactor theory, numerical methods for many types of iterative methods for linear and non-linear operator equations, and especially for singular problems, including stochastic matrices. His knowledge was remarkably broad and deep, and this can be glanced for example in his use of functional analysis tools in applied linear algebra problems. He served as editor of several journals. Among his honors we mention that he was the recipient of the Czechoslovak National Prize in Science and the Bolzano Medal (Mathematical Sciences). Two conferences were organized in his honor, and three special issues of Numer. Linear Algebra Appl. (10) 2003, (16) 2009, and (22) 2015, were dedicated to him. His colleagues and friends will remember him for his extraordinary enthusiasm for science and education, for his friendly and generous personality, his sense of humor, his important role in integrating Czech computational mathematicians into the international community, and for his love of music, especially Mozart. Report of President and Vice-President .Final approval was given by the Board for ILAS to support each ILAS conference with up to $2000. .The Board approved the appointment of Steve Butler to be the Assistant Secretary/Treasurer. .The Board approved a three-year renewable agreement with Elsevier Inc., where ILAS recognizes Linear Algebra and its Applications (LAA) as an affiliated journal and allows Elsevier Inc. to engage in associated promotion activities, and where Elsevier Inc. provides speaker support for ILAS conferences as well as reduced LAA subscription rates for ILAS members. .The Board approved The Israel Gohberg ILAS-IWOTA Lecture series, in collaboration with the International Workshop on Operator Theory and its Applications (IWOTA). President Semrl announced that he was planning to approach Andre Ran and Hugo Woerdeman (he accepted) to be the ILAS representatives on the Israel Gohberg ILAS-IWOTA lecture committee for the 2020 IWOTA meeting. Future Israel Gohberg ILAS-IWOTA lectures will be held at the 2022 ILAS meeting and the 2024 IWOTA meeting .The board approved the appointment of Louis Deaett as Editor-in-Chief of IMAGE starting August 1, 2017. Kevin Vander Meulen will continue as co-Editor-in-Chief for 1-3 issues as appropriate. .The membership was informed that IMAGE will no longer provide hard copies. Issue 59 will be the last issue of IMAGE with a print edition. Starting with issue 60, IMAGE will only be produced in an electronic format. Accomodations will be made for the two ILAS members who prepaid for IMAGE hardcopies. .The membership was informed that from now on the membership year will be March 1 - February 28/29. This works better with the timing of elections, which are held in January-February. It was observed that the by-laws are silent on this issue, and that no other ILAS business is affected by this change. .The membership was informed that the ILAS 2020 meeting will be held at National University of Ireland, Galway, June 22-26. .ILAS elections ran from January 12, 2017 to February 16, 2017 and proceeded via electronic voting. The following were (re-)elected with three-year terms that began on 1 March 2017: Peter Semrl (President), and James Nagy and Rachel Quinlan (Board members). Froilán Dopico and Michael Overton completed their terms on the ILAS Board of Directors on 28 February 2017. They were thanked for their service to ILAS. Institutional Membership Committee The committee is composed of Steve Butler (chair), Heike Fassbender, Yongdo Lim, and Peter Semrl (ex-officio). Steve Butler reported for the committee. The current institutional members are: Elsevier; Pearson; World Scientific; SIAM; CRC Press; Taylor and Francis; Maplesoft. This membership has been stable for the past three years. In addition to the institutional membership dues, some of the institutional members give additional support to ILAS and ILAS conferences through sponsorship, e.g., talks. We continue to maintain our relationship with institutional members and where possible strengthen them. To help strengthen these relationships we should look for synergies between the institutional members and ILAS members, e.g., expanding sponsorship opportunities. While we are always open to new institutional members; we are not actively recruiting new institutional members at this time. iii. Journals Committee Chair Rajendra Bhatia reported for the Journals committee, which is comprised of Geir Dahl, Froilán Dopico, Bryan Shader (ex-officio), Kevin Vander Meulen (ex-officio) and Rajendra Bhatia (chair). Bhatia thanked the previous committee members (Ilse Ipsen (chair), Douglas Farenick, Shmuel Friedland, Bryan Shader (ex-officio), Kevin Vander Meulen (ex-officio)) for their service and especially for their hard work on the reappointment of Bryan Shader as Editor-in-Chief of ELA for another three-year term, which started on November 1, 2016. He also announced the appointment of Louis Deaett as Editor-in-Chief of IMAGE starting August 1, 2017. iv. ELA Michael Tsatsomeros, Co-Editor-in-Chief, reported for ELA. He started out saying that Bryan Shader sends his regards. Tsatsomeros addressed the following: He thanked all Editors, the managing team (consisting of Panos Psarrakos, Sarah Carnochan-Naqvi and Michael Cavers), and all referees. .Harm Bart and Christian Mehl resigned as editors. Their service was appreciated. ELA is planning to replace them. .To date over 101,000 papers were downloaded from over 4,301 institutions and 170 countries through the ELA portal. 43,863 downloads of ELA papers occurred in the last year. .The acceptance rate for ELA over the last 3 years is about 26% which is slightly lower than the historic average of around 35%. .For the most recently completed normal volume the median time from submission to publication was 180 days. .The number of citations to ELA articles per year has grown 22% since 2013 and 67% since 2012. .LAA, LAMA and ELA average 1.01, .9 and .45 citations per article over the last 3 years, respectively. .ELA's most recent H-index is 23; that is, 23 ELA papers have received 23 or more citations. .Vol 31 had 56 papers and with a total of 833 pages. Vol 32 has so far about 25 papers. .There were 237 submissions in the period June 2016-May 2017, with 298 the year before. .About 50-60 papers/year seems to be about the acceptable workload for the journal. Ilse Ipsen asked whether ELA should use CrossCheck to detect plagiarism. Tsatsomeros said that Bryan Shader is working to make CrossCheck available via the University of Wyoming library, and that they have not used it yet. He added that by simply using Google and other means they exposed some misbehavior (including resubmitting a paper with different authors and simultaneous submissions of the same manuscript to different journals). v. Report on IMAGE Editor-in-chief, Kevin Vander Meulen, reported. .Michael Cavers has ended his term as a contributing editor for feature articles. He was thanked for his service since 2012. He was thanked, in particular, for his help setting up the LaTeX structures for IMAGE when he began his term. Sebastian Cioaba will take over as contributing editor for feature articles. .Douglas Farenick is stepping down as contributing editor for book reviews, due to some new administrative duties. He was thanked for his service since 2013. Colin Garnett has been appointed as the new book reviews editor. .Louis Deaett will serve as Editor-in-Chief starting with the 2017 Fall issue of IMAGE, issue 59. Kevin Vander Meulen will continue as co-Editor-in-Chief for 1-3 more issues, to provide continuity. .Issue 59 will be the last issue of IMAGE with a print edition. Starting with issue 60, IMAGE will only be produced in an electronic format. .It was noted that ILAS website, thanks to Sarah Carnochan Naqvi, has been tracking the number of downloads of IMAGE. In a one-year period, issue 56 was downloaded over 1200 times. Issue 57 has over 1000 downloads in the last 8 months and issue 58 already has over 500 downloads in two months. .The rest of the editorial board was also thanked for their work: Minerva Catral, Louis Deaett, Carlos Fonseca, Rajesh Pereira, David Strong, Naomi Shaked-Monderer, and Amy Wehe. Organizers Nair Abreu and Vilmar Trevisan informed the membership that the website (ilas2019.org) for the meeting is up and that Scientific Organizing and Local Organizing Committees were formed. In addition, they described their activity in raising awareness of the ILAS 2019 meeting in Brasil by organizing local workshops, including the Linear Algebra and its Applications Workshop (laaw2018.org) to be held July 30-31, 2018, just before the ICM 2018, also to be held in Rio. The organizers encouraged everyone to come to ILAS 2019. The 23st ILAS meeting will be held held at National University of Ireland, Galway, June 22-26, 2020. Minutes of the previous Business Meeting on August 7, 2014 at Sungkyunkwan University, Seoul, were previously circulated on ILAS-net. A mistake, observed before the meeting by Michael Overton, was noted in section F(i): "2018 and 2019", should be "2019 and 2020". No other edits were suggested, and the minutes were approved. President Semrl took the opportunity to encourage members to start thinking about possible ILAS Conference locations for 2022 and 2023, as for these years no conference proposals are in sight yet. C. Report of President and Vice-President Since 2014 ILAS Business Meeting in Seoul we had two regular elections, the first one in the fall of 2014 and the second one in the fall of 2015. Beatrice Meini and Henry Wolkowicz were elected to the Board of Directors in the first elections, and Ravindra Bapat and Helena Smigoc in the second one, all of them for a three year term. In the first elections Leslie Hogben was elected to be ILAS Secretary/Treasurer for a three year term beginning on March 1, 2015. Due to unforeseen family medical issues, Bryan Shader, who has been reelected for another three year term, resigned from his post as ILAS Vice-President on January 1, 2016. In the special elections in the spring of 2016, Hugo Woerdeman was elected to be ILAS Vice-President for a term May 1, 2016 - February 28, 2019. Peter Semrl expressed his thanks to outgoing Board members Dale Olesky, Eugene Tyrthisnikov, Avi Berman, and Volker Merhmann, and Vice-President Bryan Shader. Based on recommendation of the ILAS Program Review Committee, the ILAS Board appointed Steve Kirkland as Second Vice President (for ILAS conferences) with term from January 1, 2015 to February 28, 2017. He serves as a connection between organizers of ILAS Conferences and the ILAS Executive Committee. A September 30, 2016 deadline for requests for support to non-ILAS conferences was announced. Effective with proposals submitted in 2016 for conferences taking place in 2017, this support may take one of two forms (a conference may apply for only one of these two forms). (1) ILAS Lectureships at non-ILAS conferences. It is now expected that ILAS lecturers will be of the stature of plenary speakers at ILAS conferences, and may be supported by up to US$1000 for expenses, or in the case of a Hans Schneider Lecturer, US$1500. Reimbursement guidelines may be obtained from the Secretary/Treasurer Leslie Hogben . (2) General support of conferences of up to $750. Such support could be used for support of student expenses, expenses for participants from developing countries, or plenary speakers. Refreshment costs are not eligible. This is a new program and you are welcome to consult the President Peter Semrl about what you may propose. As this is a competitive process it is important to adhere to the deadlines. Rajendra Bhatia and Paul Van Dooren are 2016 Hans Schneider prize recipients for lifetime contributions to linear algebra. Paul Van Dooren will be awarded the prize at the ILAS Conference in Leuven in 2016, and Rajendra Bhatia will be awarded the prize at the ILAS Conference in Ames in 2017. The Hans Schneider Prize Committee consisted of Richard Brualdi (chair), Shmuel Friedland, Ilse Ipsen, Thomas Laffey, Xingzhi Zhan, and Peter Semrl (ex-officio member). Miklos Palfia has been selected to be the Taussky-Todd Lecturer at the ILAS Conference in Ames in 2017. The Taussky-Todd Lecturer Selection Committee consisted of Rajendra Bhatia, Shaun Fallat, Paul Van Dooren, and Peter Semrl (ex-officio member). President Semrl informed members about following change of by-laws, approved by the ILAS Board on July 12, 2016: 1. Article 10 (3): Previous version: Elections for the Board of Directors (including the Executive Officers) shall be held between September 1 and December 31 for terms beginning March 1 of the following year. New version "Elections for the Board of Directors (including the Executive Officers) shall be held within the period November 1 of the given year and February 20 of the following year for terms beginning March 1 of the following year, and voting shall last a minimum of 30 days." 2. Article 3 (1): Previous version: Section 1. Annual Meeting. A meeting of Members shall be held no later than one (1) year after the last annual meeting of Members. However, failure to hold an annual meeting timely shall in no way affect the terms of Officers or Directors of the Society or the validity of actions of the Society. New Version: Section 1. Annual Meeting. A meeting of Members shall be held at every ILAS Conference and at least once within every two (2) year period. However, failure to hold an annual meeting timely shall in no way affect the terms of Officers or Directors of the Society or the validity of actions of the Society. D. Report of Secretary/Treasurer. Treasurer Hogben presented the Treasurer's Report, which was published in IMAGE 56, and a financial summary that indicates that ILAS is in very good financial state with a current balance of ~180K. A newly introduced option to pay a one time fee for lifetime membership had generated funds that would not be expected to the same extent in the future. Members had no comments, and the meeting moved on. E. Reports of Committees. ii. Education Committee David Strong reported for the Education committee, which is composed of Avi Berman, Sang-Gu Lee, Steve Leon and David Strong (chair). For each biannual issue of IMAGE, we have solicited and included an article related to the teaching of Linear Algebra. Since our last ILAS meetings in 2014, there have been four articles that have been included. In those four articles: . Gil Strang (MIT) gives four different explanations and descriptions of why row rank is equal to column rank. . Jeremy Case (Taylor University) discusses how he uses journal articles that are useful in teaching Linear Algebra and shares several of his favorite articles that he uses in his own teaching. . David Strong (Pepperdine University) writes about the plethora of online resources and tools for teaching and doing linear algebra, and the ongoing efforts by the Mathematical Association of America (MAA) to locate and electronically gather these resources. . David Borland (RENCI, Univ. North Carolina), Tim Chartier (Davidson College) and Tabitha Peck (Davidson College) discuss some of the Linear Algebra ideas used by Pixar in its animation techniques. Also since our 2014 meeting in Korea, at each of the 2015 and 2016 Joint Meetings of the American Mathematical Society (AMS) and the MAA, we held two sessions on "Innovative and Effective Ways to Teach Linear Algebra." At these sessions we enjoyed dozens of interesting and useful presentations on theoretical aspects of Linear Algebra and various interesting applications of Linear Algebra. Many of these are available online at http://faculty.pepperdine.edu/dstrong/LinearAlgebra. Third, the MAA is in the on-going process of collecting online resources for Linear Algebra as part of their Course Communities within the MAA website. Two years ago, two of our Committee members, Steve Leon and David Strong, participated in a weekend meeting of a group of about ten mathematicians at the MAA headquarters in Washington DC to help put this collection together. The collection is now online and available as part of the MAA's webpages: http://www.maa.org/programs/faculty-and-departments/course-communities/browse?term_node_tid_depth=42292 There is still a great need to better gather, organize and disseminate the many online resources available to teaching and doing linear algebra and other mathematics. We encourage any suggestions other members of ILAS might have on furthering Linear Algebra education. Strong noted that a lot of the efforts of the Education Committee were based in the United States, and requested suggestions how to do the same in other countries. iii. Institutional Membership Committee The committee is composed of Steve Butler, Jason Grout, and Hugo Woerdeman (chair). Hugo Woerdeman reported for the committee. There are currently six institutional members in addition to a special relationship that ILAS has formed with SIAM. We offer institutional members two different levels of membership and we noted that all have joined at the higher level. These institutional members are listed on the ILAS website and featured in IMAGE. Some have gone further to give additional support beyond their dues. In particular we recognize the significant support that Elsevier has made towards ILAS meetings. We plan to continue having a working relationship with our institutional members moving forward and also look to expand to additional institutional members. To this end we note that our current list of institutional members are all based in North America and are primarily related to support academic studies (through books, journals and/or software). There is room to look into potential institutional members from other continents, as well as potential industrial sponsors who make extensive use of linear algebra. Douglas Farenick suggested that Mathematics Departments may be interested in a hardcopy subscription to IMAGE, an idea that will be explored. Finally, it was observed that a new chair of the committee will be appointed as the current chair has been elected to be Vice-President of ILAS. i. Journal Committee Douglas Farenick reported for the Journal committee, which is comprised of Shmuel Friedland, Bryan Shader (ex-officio), Kevin Vander Meulen (ex-officio) and Ilse Ipsen (chair). He addressed the following four items: (1) IMAGE Editor-in-Chief, managing editor, and publishing modality: The Committee recommended to re-appoint Kevin Vander Meulen as EIC of Image for another 3-year term starting in January 2015; and also recommends to appoint a managing editor for Image. The Committee was divided on whether to abandon print copies of IMAGE and make it a completely electronic journal. Richard Brualdi asked how many people requested printed copies. This number is about 30 and declining. Treasurer Hogben interjected that those printed copies no longer affect the budget, as those who request printed copies pay an additional $20 per year. It was noted that if Mathematics Departments subscribe to IMAGE, as suggested under ii, the number may go up again. (2) ELA special issue: Francisco Carvalho submitted a request for an ELA special issue devoted to the MatTriad-2015 conference. However, the conference web page stated publication of a special issue with Springer. A request for clarification was left unanswered. (3) Plagiarism in ELA: Bryan Shader asked the ILAS Journal Committee to investigate a claim of plagiarism against the author of an ELA paper. The Committee concluded that this case did not constitute plagiarism, but merely ill-judged exposition, possibly due to author's inexperience. In response to a request for more details, Farenick reported that each member of the committee came to the same conclusion independently and that no feedback was given to the author. (4) Second Editor-in-Chief for ELA: The Committee reviewed and approved Bryan Shader's request to appoint Michael Tsatsomeros as a second EIC of ELA. iv. ELA Michael Tsatsomeros reported for ELA. He started out saying that Bryan Shader sends his regards, and expressed his regrets that he could not be present. Tsatsomeros addressed the following: 1. ELA publishes about 60 papers/year in normal issues, and about one special issue per year. 2. Due to increasing number of submissions, as well as desires to shorten time to acceptance and add new expertise, ELA added an additional E-I-C and 9 new board members. About 50% of the papers are handled by an Associate Editor. Immediate rejections by an EIC are mostly due to the paper being out of scope. 3. ELA has broad, increasing readership. 4. ELA articles are increasingly cited, typically within 2 years of publication. ELA places in about the 30th percentile of Algebra/Number Theory journals and is consistent relative to LAA and LAMA. Several graphs were shown comparing ELA to LAA and LAMA, which at this point perform better in the measures that were considered. The ELA board will be brainstorming how to enhance the reputation of ELA. 5. ELA operations depend greatly upon Editorial Board and community members, in particular, the Managing Editors and referees. We would like to take this opportunity to thank them. 6. ELA had 35,674 downloads from 2413 different institutions in 144 countries. v. Report on IMAGE Editor-in-chief, Kevin Vander Meulen, reported. Bojan Kuzma was thanked for four-and-a-half years of excellent work as Problems Corner Editor. Bojan has had to take on additional administrative duties at his institution. Rajesh Periera was welcomed as the new Problems Corner Editor. It was noted that ILAS website, thanks to Sarah Carnochan Naqvi, is now tracking the number of downloads of IMAGE. In a one-year period, issue 54 was downloaded over 800 times. The rest of the editorial board was also thanked for their work: Minerva Catral, Michael Cavers, Louis Deaett, Douglas Farenick, Carlos Fonseca, David Strong, Naomi Shaked-Monderer, and Amy Wehe. F. Transaction of other business i) Future ILAS meetings The 21st ILAS meeting will be held July 24-28, 2017, in Ames Iowa. Organizer Leslie Hogben gave a short pitch. "Connections" is the main theme of the conference. The 22st ILAS meeting will be held July 21-26, 2019, in Rio de Janeiro. Organizer Nair Maria Maia de Abreu presented in some detail the proposal, which had just been approved by the board on July 12, 2016. She made the point that in Brazil there are many young students who could be encouraged to pursue Linear Algebra. President Semrl added that the organizers were experienced conference organizers, providing confidence that despite the somewhat more challenging political and public health situation in Brazil, the conference is still expected to be successful. A proposal is in the making for 2020. After that 2022 and 2023 will need an ILAS meeting location, and those interested in pursuing this should contact ILAS 2nd President for ILAS Conferences Kirkland or a member of the ILAS Executive Committee. ii) Other business In light of the desire to raise the profile of Linear Algebra in the mathematical community, President Semrl encouraged members to submit proposals for Special Sessions at the Joint Mathematics Meeting, held annually in the United States, and to pursue similar initiatives in other countries. President Semrl noted that his first term will end next February. He added, that while presidents can serve two terms, Hans Schneider had told him that since the Linear Algebra community is growing it may be appropriate to change the existing culture and have presidents typically serve only one term. In such a scenario, to promote continuity, the outgoing president could serve one year as an additional Vice-President, if so desired. Further pursuit of this thought was left to the Nominating Committee. Michael Overton initiated a round of applause expressing gratitude to Peter Semrl, just in case a new president would take over. This support may take one of two forms (a conference may apply for only one of these two forms). ILAS Lectureships at non-ILAS conferences. It is expected that ILAS lecturers will be of the stature of plenary speakers at ILAS conferences, and may be supported by up to US$1000 for expenses, or in the case of a Hans Schneider Lecturer, US$1500. Reimbursement guidelines may be obtained from the Secretary/Treasurer Leslie Hogben. General support of conferences of up to $750. Such support could be used for support of student expenses, expenses for participants from developing countries, or plenary speakers. Refreshment costs are not eligible. You are welcome to consult the President Peter Semrl about what you may propose. This is a reminder that there is a deadline of 30 September 2017 for receipt of proposals for sponsorship of ILAS Lectures at non-ILAS meetings and for general support of conferences taking place in 2018.
